Because you would need the disc off of a certain disc (if over 2 people were using the same disc id eg. sharing the disc id over the internet then that disc id wouls be blocked from online play) . If everyone was sharing the disc id's for online play then you could bet that sony would block it if over 2 people were using the same disc id eg. sharing the disc id over the internet then that disc id wouls be blocked from online play. I hope that made sense.

EDIT: Here is the simplest explanation. You would not need to re-rip but just get the disc id from the same game (that is how the DNS online protection on PS2 is bypassed). So one day every PSP ISO will be online compatible. Again I hope that made sense.
