im hesitant to even help you because of the all caps... but im gonna be nice and assume your caps lock key is broken...

yes the info is true, and you can download xflash at almost any major psp site, including this one most likely...

just open up xflash and scroll down to where it says change the firmware version or something, then change it to whatever you want....
