Here are some cool facts about the game i have found while playing:
Quads are bigger than in GTASA and much harder to handle.
There is a pink flamingo outside your first house. - CORRECTION: ITS THE SECOND HOUSE ACTUALLY. Thanks Dork Dork 777!
The BMX is similar to San Andreas, but the camera is too close to the bike.
There is an impound lot where you can exchange cars for money.
There is a cop bike, called a Police Wintergreen.
You cannot go underwater, only swin on the surface.
One of the weapons is a cane, similar to San Anderas.
You can take over gang buisnesses and build new ones, such as Brothels, Protection racket and Loan Shark.
Diaz'z mansion is under construction, it is not finished like in GTAVC.
The save logo is a Floppy disk, a downgrade from the CD in GTALCS.
Custom Tracks ARE avalable - I expect a program to be released soon.
You can participate in street races.
Trip Skip is back, a message tells you th press the ^ button.
You Can see the famous Phil Collins in concert.
You cannot dive under water

A small, but convenient helicopter, Lillie Willie, can be purchased at your first safehouse on the eastern island for $3,000
There are many shops you can enter
The bribe for having your weapons returned after getting busted/wasted is $2,000
A new combat system is included in the game with actions such as grabbing and throwing
You can only climb onto other boats or out of the water, not on land
Graphics are improved, a cross between Vice City and San Andreas.
Vice City's atmosphere seems much different (Ex: Many buildings are illuminated at night by neon lighting; orange skies; more graphically enhanced)
Vehicle handling is very similar to San Andreas'
Motorbike handling is a cross between Vice City's and San Andreas' (The handling is still great for stunting, like in VC)
Helicopter handling is a cross between Vice City's and San Andreas'
Vic will have to force people out of their car when he jacks them. Similar to San Andreas, he will punch, kick, bang their head against the dashboard, or simply throw them out on occasion.
The draw distance has been improved, but when traveling at fast speeds, textures may take awhile to completely load + objects may pop out of no where. (Note: This is only when traveling at high speeds, otherwise the draw distance is excellent).
The AI system has really not been improved
When Rockstar said they would adjust the amount of people/vehicles out depending on the time of day, they weren't kidding. At 4:00 AM there are barely any vehicles on the road, and practically no pedestrians. The only vehicles that really are on the road are Taxis/Cabbies
The Northpoint Mall is still accesible
The Malibu Club is unaccesible and unnamed (to my knowledge now at least)
There is lots of construction going on all over the city
New roads have been added in several locations
"Let's pop" is a commonly used phrase in the game, only by Lance
Many ramps have been removed and added in the game (ones used for unique stunts for example)
Some buildings and businesses have been replaced by others (Ex: The Well Stacked Pizza in Downtown is Kings Nut)
Prawn Island is still a run down POS
Starfish Island is still being developed. It has an emptier feel with less homes
You're able to change the controls to use the D-Pad for direction, rather the analog dub.
When viewing the map on the pause menu, by holding X you can see the locations of which unique stunt jumps, rampages, and red balloons you've already found. Definitely a helpful new feature.
Bulldozer is in game
The hovercraft is called Bown '64, and handles very loosely
The Jet Ski's handling is fairly loose and can turn very quickly, especially when holding R
You can perform a Bunnyhop of the BMX bike by holding and released Down on the D-Pad
The height limit has not been increased
Pole Position is still there, but like the Malibu, signless and nameless
There is no stats system in the game
The Skimmer drives, takes off, and flies much faster than it did in Vice City.
Boat handling has had big changes. You cannot make quick, tight, or even 45-90 degree turns without holding R1, if you want to do it quickly like in Vice City.
Cutscenes have been majorly improved from LCS. LCS majorily used cheap, non-motion captured animations for their cutscenes (the specific animations in the cutscene were mo-capped, but I'm talking about the cutscene as a whole). VCS majorily uses real, completely mo-capped animating in their cutscenes, and occasionally the cheap way.
The North Point Mall is now known as the Vice Point Mall.
The dirtbike track in north Vice Point (near the mall) has been removed.
The mall in Washington is not yet constructed.
There is no return of tool stores. There's a few melee weapons that can be purchased at random weapon stores such as the Butterfly Knife and the Machete.
The Chainsaw in the game has a blue handle/base, rather than the traditional yellow.
Apartment 3C is not accesible in the game.
Depending on the amount of businesses you own, you are paid a certain amount every day at 16:00, or if you're on a mission at the time, as soon as the mission has ended. The more businesses, the more cash. You are sent a message on your beeper and are directly paid, rather than running through money icons all over the city.
The Hyman Memorial Stadium is accessible in one of the missions.
You can recruit gang members (guards outside of your businesses) by targeting them and pressing Up on the D-Pad, just like in San Andreas.
2-4 person drive-bys are back and can be used whenever you have 1-3 passengers in your vehicle with you.
The Domestabot is used first person in a mission. There are 4 settings for it: Cleaner, a brush is on the arm to clean messes. Grabber, a clamp is on the arm to grab objects. Comms, a sort of satelite is on the arm and a meter that will change it's "beep" and "flash" pace based on how strong the signal is (or how close you are) to the object, and Pleasure, a... well, I'll let this one be a surpise for you. Use your imagination
Smashing objects in stores will scare the cashier, and he will cough of up some money, pointing a gun at them does nothing, and no wanted level
Floating in the water will still result in drowning after the stanima meter has run out
Radio stations will occasionally loop, or skip over eachother, so they scroll out of order. LCS had this aswell, especially the PS2 version.
Sometimes when entering any vehicle, a radio station name will not appear at the top of the screen, and you will not be able to scroll through stations, resulting in no music. Whether this is a glitch, or intentional to show not every vehicle will have them, I don't know.
The police car is known as "VCPD Cruiser"
The police bike is known as "VCPD Wintergreen"
The SWAT truck (Enforcer) is called the "VCPD Enforcer"
The FBI Washington is white now, rather than the traditional gray.
There's a glitch that sometimes won't save your vehicles in your garage
You can put as many vehicles in a garage you can fit
The Chunder Wheel is not ridden in first person, you simply walk inside it and can move around, etc. You can fall out so watch your step.
Easter eggs in the game are apparently numbered and when you find them there should be a piece of paper with the LCS alley "smiley" and a "#_" depending on what number easter egg it is.

8 Ball's Bomb Shop has been relocated to Downtown
Beach Patrol can be activated by entering a BF Injection by one of the lifeguard booths on the Ocean Beach. Beach Patrol works in 2 ways. One is similar to pizza delivery missions, except you drive around in the Coastguard boat using the drive-by controls to through life preservers to the victims. The 2nd way is similar to the typical ambulance/vigilante/firetruck missions. You pick up a paremedic and drive around the beach, letting the paramedic get out and save the patients, who will lying on the beach bleeding. Rather than the traditional "you rescue the level # of patients" after level 2, you only rescue 3 for each level to pass it.. You need to be careful not to run over any patients with your Coastguard or BF Injection. There are checkpoints for these missions after passing every 5, so if you fail you will not have to start from level 1
There are no hurricanes in the game.
$50 Good Citizen bonus returns
You can save your game inside any of your businesses.
You no longer have to complete side mission levels consecutively to earn the prize, as you are given a checkpoint after every 5 levels.
