Booting Windows/Linux from USB?

Hey!

I've just acquired a free 40GB external hard drive, and I want to install either Windows or Ubuntu on it, possibly both.

What I want to do is this:
If the USB device is inserted, the OS will boot from it; If it's not, it won't. It's that simple, but I haven't found a way to do it as my mother-board's BIOS doesn't seem to like booting from it.
What would be even better is to have Windows and Ubuntu Linux on it, so if it's inserted, a boot-loader would load.

I think I know how to install Windows and Linux on different partitions, I have Norton Partition Magic which should do everything for me.

Basically, this can be broken down into:
1. Installing Windows XP and Ubuntu on separate partitions.
2. Using a Boot-loader.
3. Only running when the USB device is inserted.

I've googled around, but I can't find anything.
