No, you misunderstand. This is just the PSP that Sony sends you if you purchase one of their PSP SDK's. Even if software is included, I'm fairly sure it would be illegal to use/own that software (I'm not even sure if this eBay auction is legal).

In order to make a program run on the PSP without an exploit, the final program MUST be sent to Sony. Sony are the only people with access to UMD Burners, and they are the only ones that can sign an EBOOT to run games.

None-the-less, this would be very nice to own.
