I don't think so... Not one that you can flash individual files manually...
Actually, ThemePSP and stuff can flash topmenu_plugin.rco and ltn0.pgf, but the file used to hack the version number needs to be flashed manually.
The background file can be added from the photo menu, it's a proper PSP-sized file, and it's meant to be added that way anyway/
