Sony has just released firmware version 3.10 to PSP users worldwide.
Here's the changelog for the new firmware:

GAME
* The Playstation network features have been improved.

NETWORK
* Function to record MPEG-4 AVC from LocationFree Player. Model LF-PK20 (Japan) or LF-B20 and LF-B10 (United States) LocationFree base stations are required for this.
* Memory economy function added to Web Browser settings, so less memory used, but image quality is sacraficed.

SETTINGS
* Dynamic normalizer function added in Sound settings; The volume level for playing music is regulated.
No doubt this will block the newly-revived
GTA: Liberty City Stories exploit, but hey-ho, there's always next time!
Dark_AleX has announced that he'll start work on 3.10 custom firmware as soon as he obtains a copy of the firmware (which is now released), hoorah!

Turns out
a leak of the update was all a hoax by someone named "THE_DEVIL666". As reported elsewhere:

The file uploaded to RAPIDSHARE is just the 3.03 update, with 3.03 hexedited to 3.10 in the header, and a piece of a JPEG injected into the middle! Come on Dark Alex, you should be smarter than that! The update is NOT AVAILABLE yet -- check yourself by visiting http://fo01a.psp.update.playstation....updatelist.txt, which is the site that the PSP's "network update" function uses to find the update. There's no way anybody's PSP downloaded this file.
The JPEG starts at offset 0xd95ffa in the file. It is a NASA satellite photo of the world.

So, look out for the leaked/fake update. And a word to the wise: don't attempt to use the Generic Downgrader/Update Flasher to install this firmware. It
WILL brick your PSP!
The legitimate EBOOT has been uploaded below, be careful, enjoy, and only update if you realize the consequences (no more homebrew)!
