which firmware have you got, if its 3.xxoe then you will need to dummy some fonts (Chinese and jap) to make some space before you copy it over or you'll run out of space and it wont write it properly, and correct folder being flash0:\vsh\resource\gameboot.pmf.
p.s. please state your firmware and revision, flashing method and gameboot size.
