1: Go to 3.03 OE-C Custom Firmware Installation Tutorial (EASY Installer Included) - PSPMod.com - Sony PSP Mod & Hacks Forums
2: Download and Install winRAR if you haven't already: WinRAR archiver, a powerful tool to process RAR and ZIP files
3: Scroll down to the 'Manual install' section at the PSPmod site
4: Download all the files under it.
5: right click and hit extract on the 3.03 OE-C file you downloaded
6: take it from there.
