Firstly, in order to receive help from somebody, you must say the circumstances of your psp, otherwise we will not know the conditions you are in and are not able to analyze the problem.

Either, you do not have an updated firmware, so you can update to Dark_AleX custom firmware (Example: 3.03 OE c). But if you have a high firmware, it could also be a matter of what region your psp is.

Install 3.03 OE c if you have not already on your psp, then go to the recovery menu (by holding the power switch up until shutoff, then turning it on again holding the 'R' button) and go to the section 'Configuration' and changing your region.
