Ah. That would be because that's just the upgrade package, for upgrading 0.52 to 0.52.0100. If you want to get emulation running easily, I recommend downloading this. Open the package, then the 1.50 EBOOTs folder, then the folder MS_ROOT, then copy all three folders here to the root folder of your PSP along with the EBOOT.PBP of the real 3.11 EBOOT.PBP. Run the installer app, then you can use Devhook.
