Word has it that Sony is planning to announce Skype support for the PSP at the upcoming
CES show. This is a great thing for the PSP and can add even more possibilities for hacking in the future. Or just regular Skype use.
The show is supposed to start on January 7th and run until January 10th. So only time will tell.
UPDATE: THIS IS CONFIRMED!!! Skype support will be provided on the PSP Slim and Lite. But, sadly, not the phat PSP, because of memory limitations.

Pretty much the deciding factor (according to my source) is the PSP's RAM. The PSP Phat has 32MB of RAM and the Slim / Lite have 64MB of RAM. So in this case, size does matter.
