I think harleyg did a touchscreen hack a while ago, but AFAIK it's very hard to install - it involves connecting the touchscreen to the PSPs innards. And I think there's a homebrew map application for use with the GPS, but it isn't Google Maps - though, as mentioned above, Google Maps could probably be accessed if you're in a place with WiFi.
