This isn't a real tutorial. It's a spambot posting crap. The software is a possible virus/security threat to any computer that tries to load it.
DO NOT DOWNLOAD THIS SOFTWARE FROM THIS OR ANY OTHER THREAD LIKE THIS!

And as for what happened to PSP3d, a lot of the developers left the site and now it's just what I like to call the key personnel or the skeleton crew. Keep in mind, this didn't happen over night.
