Unfortunately there are only two ways to make a Pandora:

• Using a PSP which can already run homebrew
• Using a LOT of courage - opening your battery and desoldering a pin (warning: risk of *boom*)

So besides that, you have two choices;

• Buy a Pandora and do the Magic MS with your PC. (Pandoras vary in price, but you can't buy them in brick-and-mortar stores)
• Let the guy do it for you (at the cost)
