The best CFW? There's a lot of choice, and some prefer one over another, but generally most people are on 3.90 M33-3 at the moment, and I've never had any problems with it. I've also found the 3.93 CFW to be fine, but some people don't like either (for some reason), and are sticking with 3.71 M33.

So, in short: try 3.90 M33-3 first. It should be great.

And as for homebrew, gpSP Kai is a great GBA emulator, AOTM, Squarez and Resonate are fun games, and iR Shell is very useful.
