With custom firmware you can edit the region settings so yeah that will probably work. Just change the region from the default to your region but the Pandora's battery will not work on the new 3000 PSP so until they find a way to hack the 3000 you're stuck with official firmware. You may just be able to simply change the language setting to English though through the PSP's menu
