Just download Virtual Dub Mod.

VDM can view separate frames of a video. Just copy the frames you want into a GIF animation program frame by frame in order. Don't do all the frames, just ones with major movement (to help make the .gif a smaller file). You should be able to adjust the speed of the .gif or you can just add in extra frames to make it the correct speed, because a GIF animation won't move at the same speed as the video (frames per second).
