Lightbulb Homebrew Mixed Firmware

Dont you think that Sony can include Homebrew applications using a firmware update. If it is tested, and it is a firmware update, there would be no worrys over it being bricked(tested) and someone being stupid by puting it in the wrong folder. Firmware updates do it for u, so idiots wont be returning their psps. I know the Sony wouldnt give out roms and emulators, but they could include legal stuff like the OSS. Anything thats legal and works can be safely added in a firmware update. Any ideas on this? I really wanna E-mail someone at Sony about this.
