download version 0.4 of Cologne here:

download the Coleco BIOS from here:

download any Coleco roms from here:

When you run Cologne, it asks you to add the BIOS and any Roms to the list, then you Save, and it saves as COL.gba. Then I assume you'd take this file, load it on your PSP with the rest of your GBA roms, start the eLoader, fire up the GBA emulator, load the COL.gba rom. Once it starts, hitting the shoulder buttons brings up the menu, but nothing else happens.
