Yes, it's possible. The GTA cheat runs real code on 2.00, 2.01, 2.50. The chances of it happening by accident are incredibly slim (only a little higher than the chances of a working exploit being found by trying to hack TIFF code into random files... ). But it would be possible for someone to write a malicious savegame hack that did this.

No. Norton only scans for files called overflow.tif in order to spot the brick trojan. PSPSafe wouldn't spot it either, because the code is encrypted.
