He is not arguing on how hard it would be to port (infact, it would be quite easy, even in C), but that this is as much of a science as astrology. The sound processing area of our brains are not even directly linked to our many mood centers that the drugs target.
This is not to say that sound won't affect our mood. Anyone who has watched a movie knows that the background music has huge affect on the precived mood of the film. This is because the sounds are combined with visual stimulation and active thought. Try this: watch a movie you have never seen before with subtitles on and no sound. You'll miss a butt load of the emotions that are in play behind the scenes in the movie. Also, music is linked into memory and is recalled back because of these previous experiances. For example: My perents sang a sad song ("Foggy Dew," Irish folk song) about a war and the brave men lost in it to me as a child. When ever I hear it today, I feel a little sad because I understand the lyrics and know the history, but I feel an even greater joy because I remember my perents singing it to me.
Long expliantion short, Freeplay is saying "why bother with porting this app if it has no basis of working." I have searched via google, and I cannot find any thrid party research in this subject of "neroacoustics" beyond what I have stated above.

And the lyrics for "Foggy Dew." This song chronicles the Easter Uprising of 1916, and encourages Irishmen to fight for the cause of Ireland, rather than as cannon fodder for the British, as so many young men were doing in World War I. Sung in E minor. Quote:
