I need help with pspdev... :(
So my problem:

I have psp dev installed and evrything and I can't compile my code b/c I need a Makefile. How do I make a makefile for my code??? Plz help!

Google for help on makefiles... or download the source to an existing PSP program and modify its makefile to suit your needs.
