It depends on your previous experience with the PSP SDK, knowledge of C in general, and patience to get things to work. If you understand the PSP SDK, know C, and don't have a problem debugging your creation, then porting a game/application to the PSP (given the source) is a breeze.
Otherwise, it can be quite difficult. Knowledge of both C and C++ is necessary prior to coding on the PSP platform. A lot of people try to learn C on the PSP first; this makes it insanely difficult to code/port complex systems in the future.
Remember, if your source is in C++, you will need to adapt it to C standards (as well as PSP SDK standards). This can be a difficult and time consuming process, so prepare yourself!

If you are just starting coding, I wouldn't recommend trying to port something. Start with easy programs or even start on the PC and work your way up to the PSP over time. The main thing when you start learning to code is to be patient! |

Imagine, Marathon on psp... *drools* |

But even if a game is written using SDL, it doesn't automagically makes it easy to port.
