psp dev on windows
is there any way to make an eboot.pbp on windows, i really dont want to have to emulate linux on my pc.

You must "emulate" linux on windows. That is the only way. Besides its not really emulateing anyways. The people who made cygwin mainly just ported the bash shell to windows.
