I don't know - I've found one shotgun, an SMG, a pistol and body armour. But the best way to get SMGs is to go to the army base (your first safehouse) and run over a few guards. Most of the time, they drop SMGs.

Earn money from the Empire thing. You'll get 21,300$/day if you have all the buildings as High-Rollers on the left island.

Then buy weapons from the northern weapon shop. I don't think there's any weapons you can't buy. Except some short range weapons like chainsaw.

You can always turn to cheat codes If you reall ydo not want to use them, you can use them just once and keep them. It took me buying all until the last 2 of the buissnessz to unlock the robber mask buissness type. Now i own all of them and it completed %5.4 more of the game..lol
