Depends on the game, I know in some games when it boots you are given a menu to choose the language, i.e. MediEvil: Resurrection. You'd have to check if the game had this feature or not I suppose.

JP games will not have other languages available unless the game is also available outside of the country, and that's only if they feel like coming to the aid of the non-natives in Japan at the time of release. There are a few exceptions to this rule I'm sure, however, I've not run into any of them. I've got several titles I picked up over there, and none of them have english as an option, or even a language selection for that matter. (JP version of Dynasty Warriors, Lumines, Gagharv Trilogy, Tenchu, etc.) Typically the reason it takes so long for the games to get here is because there is no English translation available.
