a complete newcomer needs help

hi i am very new to this psp business i own a 2.60 psp and i have found a way of downgading it to 1.5 firmware without the use of gta will this then allow me to download various games and play on the psp and has anyone tried this prog downgrader 2.50-2.60enfull.exe can
