The file was leaked by Sony, yes. And no, it wan't a dummy. It was a firmware updater that wasn't complete. It isn't a complete firmware.

You can flash parts of the dump to your v1.50 or v3.02 OE firmware for cool stuff. For instance, search youtube for '1.0 psp debug' and you'll see the first video that comes up is one of the new XMB sounds. They're awesome and I've installed them. You may also get to see the image that displays when a Game icon is loading from the memory stick menu. It's cool.

You can get the sounds by flashing game_plugin.rco from the debug dump to flash0:/vsh/resource. It's a 300kb file, so make sure you've got some space on your install.
To get the loading pictures, flash system_plugin.rco to the same place.
