I just got google to translate jp.playstation.com and i found it
all you have to do is go ALLL the way down the page.. unless you wanna read the user agreement. which is in japanese, and then click the button on the right. and BInGO!1!11242!!!9 PlayStation.com(Japan) | PSPｮ用テーマガイドラインおよびテーマ作成ツールダウンロード
