Whilst in theory it would be possible to use a distributed brute force approach to find the key it's still not likely to be possible in a realistic time frame given the key length.
Various tech specs, http://www.ps3buyer.com/info.php?asin=B0007TFLLC for one, have a little marketing blurb discussing 128 bit - AES protection on games. This, I think, puts it outside of even a SETI@HOME style attack before we're all old and gray.
As for the game developers having the key, they don't. They have special PSP dev systems that will run un-signed code. SONY sign the code in the final stages before publication and it's quite possible that no one person can access the key either, requiring two or more seperate people/sets of people to unlock it; that's the rumour for the XBOX 360 keys anyway.
