is this thing from wallmart (http://www.walmart.com/catalog/produ...uct_id=3756936) the same thing as like the Datel Wifi-max for the psp?

Can i use this to set up an access point for my psp?!!!!

It's a wifi reciever, not a access point. You wont be able to use it to get your psp online.
