Download this DGEN, i have it, its the best.
http://dl.qj.net/DGEN-for-PSP-v1.60-...8139/catid/133 , and install it like any other homebrew, and then get roms from a rom site ( Not allowed to give out sites ) and put in the roms folder.
Edit: Ill give better instructions for ya, first put the 2 dgen folders in your game folder on psp, then make a new folder in the DGEN____________ folder ( Without % ) called ROMS, and put your roms in there, and when you boot up dgen configure it like any other emu, and choose rom and play
