Simple, put the 303oeflasher folder with the DATA.DXAR file inside into PSP/GAME, then rename 303oeflasher to RECOVERY then run it from Recovery mode.

Rename the 303oeflasher folder (with the data.dxar in it) to 'recovery'.
Place it in PSP\GAME (and if present, rename the 303oeflasher% folder to recovery% and move it to the same place).

Launch the application from the recovery menu, and off you go.

Files in my recovery directory;

Directory of x:\PSP\GAME\RECOVERY

01/29/2007 08:26 AM <DIR> .
01/29/2007 08:26 AM <DIR> ..
10/05/2006 12:07 PM 3,686 decryptprx.prx
10/08/2006 09:09 AM 64,306 EBOOT.PBP
10/07/2006 09:26 PM 44,138 extprxs.pbp
01/20/2007 02:19 AM 230,512 ipl_update.prx
01/20/2007 02:19 AM 13,248 lflash_fatfmt.prx
10/05/2006 05:52 PM 4,394 libpsardumper.prx
03/24/2005 05:46 AM 13,900,225 UPDATE.PBP
7 File(s) 14,260,509 bytes

You don't need the checksum.md5 file at all. I don't know for sure if you need the prx files above, but they are in my directory. And my recovery works if I need it too.

Hope that helps.
