Both have the same type of processor (MIPS) and the GPU is very similar, and there are other similar things between the two devices. I even remembering that the ps1 bios code will run natively if mounted correctly, but there are many other issues that had to be resolved before anything else could be ran. There was a proof of concept emu released way back in November 2005 that only ran (as I remember) 3 small homebrew games. Heck it even worked with the e-loader for 2.00. But then the dev(s) dissapeared, and I haven't heard anything since. So, I think this is within the relm of possibility, but could be a fake, or could hit some huge wall (like, how to stream the rom from the memorystick correctly).
Note: I am pulling all of this from memory, and could be wrong. Cut me some slack, I'm getting old. Also, I tried looking for a copy of the emu, and couldn't find it....yet.
------------EDIT!!!!!!!!!!!----------
I found the files, and articals about the ps1 emu. It was called PSPSOne. See below for more information. (Articals are on qj.net) Link 1 Link 2
