1. Is there any downgrader?
2. What capabilities do I have (homebrew-wise)?
3. Do I still have to use GTA to run homebrew?
The GTA eloader is still a necessity for now, if you want homebrew. However a recent TIFF image breakthrough means that a new EBOOT loader is on it's way for ALL firmwares (Without the need for GTA), and a downgrader for all PSP's from version 2.01-2.71 (Even though 2.50/2.60 have already been cracked).

Sorry, but that's not stictly true.
We could use that method with the old downgrader, but it wouldn't work. It was tested via hardware flashing that replacing the index.dat with an older one on a 2.50+ PSP, WILL result in a brick. This is because Sony constructed the files very differently after 2.01, so they are incompatible.
2.01 might work, because that's just 2.00 with an updated TIFF library. So, the only working method would be the one we're using now.
PLUS, the writing of a 1.50 dump isn't unsafe. The only brick's that have been encountered are that of those who didn't set up the downgrade properly. It's the same with all other flash-writing applications. If you brick, there's a 99% chance it was your fault.
If it worked for everyone else, you've most likely done it wrong. That's that.
