Depends. There is no VB compiler for the PSP. As far as I know, VB is a Windows-orientated language, so using it might be hard.

The only way it could be used if a VB interpreter were coded.

I've no idea if an open-source interpreter exists. Look around.

No. VB depends on many windows files to run at all. Since most of windows is closed source, the isn't a complier and there isn't an interpriter. On the psp, you are basicly limited to 3 languages:
  • C/C++
  • Lua
  • Python
