And what is this? It's got a PARAM.SFO from a UMD, the Game ID of the World Tour Soccer demo, a corrupted ICON0.PNG and a DATA.PSAR, which is usually only found in an update. It's also named "COM: U.S. Navy SEALs Firete".
Whatever this is, I highly doubt that even modified to work on 2.71, the EBOOT is probably too screwed up to run. Now, you may have modified the EBOOT you've linked to already, and that just might explain the corrupted PNG etc, but I don't get the rest.
Could you upload the original so I can take a look? |

All done, I see what ya wanted now, but I dont see how this will help you in any way, it only has a 16kb DATA.PSAR which is pretty useless, anyway its hexed correctly and if it still doesnt work then it wont work on 2.71 being as it cant be decrypted. http://fileupper.com/files/4/Socom2HexedEboot.rar
Also, pj, the DATA.PSAR is used in many homebrews, I still dont know why though, but its not only used in updates ^_^
