Question Creating IR Codes

Anyone have any idea to convert this formula/settings into a IR code for IRshell
I would like to make this so I can turn red traffic signals to green but I have no idea where to start to making a IR code.

f=10 1.4
(R1 + 2R2) × C1

I don't think you can do that. They are all timed not remotely controlled. That's pretty dangerous too.

Umm, let me be the first to lightly flame you, firstly it is possible, however if the PSP is CAPABLE is the question, it does have infrared on it, however if it will reach the sensor for the stop-light from a certain distance is unknown.

Yes, stop-lights are timed, HOWEVER, if you take the time to look at the sites newser provided you would not have made yourself look like a moron. All emergency vehicles are equipped with infrared sensors that traffic lights pick up on, and cycle to the green light from where the ping came from.

And to the fact that it is dangerous? Only if you use it in a state wherein this is illegal. However, considering only a handful of states have outlawed this idea, the worst you will get is a slap on the hand and a $50 fine.

I hope this is possible... But for car alarms!
Imagine opening irShell, walking through a parking lot, and setting off every alarm in the entire place by use of a homebrew that sends out every possible car alarm code. That would ROCK if it's possible.
