That code should be right, and the syscall checks out. You are running this on a v2.0 or v2.01 PSP, right? If not, the syscall would be wrong.

You might find that scePowerSetClockFrequency is a deprecated function - the notes in the PSPSDK suggest that it is unreliable for some values.

Try just scePowerSetCpuClockFrequency and scePowerSetBusClockFrequency.

I'm running the syscall on my 2.01 EU.
I did try to call scePowerSetCpuClockFrequency and scePowerSetBusClockFrequency, but that didn't work either...
