Movie resolution

I've serched the web and form what I understand I can't use the full resolution that the PSP supports, Why is that?
I really wanted to use full resolution on my Concert movies and stuff like that, it takes a lot of quality compared to the full resolution.
Even the program doesn't encode files at 480x272.
