whats the best SNES emulator for a 1.5

whats the best snes emu for 1.5 users
ive tried both snes9xTYL-0.3me and snes9xTYL-0.3 but they didnt work on all my roms
both mario cart and mortal combat where playin up a little
do 100% of the roms even work on the psp
