Does anyone know where i can download the PSP Toolchain SDK file that i need to make a Hello World?

Wow, you are a noob. CYGWIN is the basis for all useful C based homebrew. LUA is for kids, especially people like you who move images around on the screen and call it StarCraft.

You can get the toolchain from ps2dev.org.
