question

does that 1st homebrew helloworld. is it a program that starts up at start up?

No, It displays ''Hello World!'' Text on the screen, and its more of a proof of concept not homebrew.

Well it could be if you seriously editted the psp flash but i dont recomend doing that.

Helloworld's are what coders and hackers use to see if their exploit or hack is really working, all that happens is that a 'Hello World' message comes up in the middle of the screen. They also use it as proof to what they have discovered and to show people they have done it (whatever that would be)
