Although there already are 2.XX downgraders available, there are a few reasons for this downgrader's release. The downgrader was originally developed for the GTA exploit, quite a while ago (before any other 2.XX downgraders existed). Unfortunately, the GTA exploit lacked the proper PSP firmware access to support the downgrader, rendering the project a failure, at the time.
However, just recently, a new libTIFF-based exploitation was developed, which has the access that the downgrader needs in order to work properly. By means of eLoader v0.9.8, Noobz has successfully tried the downgrader and... it works just fine on multiple trials. Based off the old MPH/SXT methods of downgrading, the Noobz downgrader has some advantages over the other 2.XX downgraders. It does not require a dump, making the entire downgrading process considerably easier, and much more 'legal', than the other methods. All that is needed is a copy of the legal, freely distributed 1.5 firmware upgrade EBOOT in order to downgrade. Also, this is the first-ever 2.01 downgrader. Previously, 2.01 users were forced to upgrade and then downgrade from a higher firmware in order to go back to 1.5/2.0 firmware. This is not the case with the Noobz downgrader, which allows for considerably easy downgrading.
Remember, though, that this downgrader will only work on 2.0/2.01 firmwares, and is not planned to be further developed for higher 2.XX firmwares. Make sure to thoroughly read the entire readme file included in the download package in order to understand the whole process and successfully downgrade your PSP. Once again, awesome work Noobz, it's great to see more methods of downgrading available! [Download] [Digg this story] [Source]

Tiff exploit cannot use kernal on: 2.8 2.81*
*(tiff will not run on 2.81, but will run on 2.80)

Points: 8,737.99 Donate | | I just tried this on a PSP I upgraded from 1.5 to 2.01. Worked fine, was just like the 2.0 to 1.5 downgrader in that it went to 99%, errored out, then was at 1.5 firmware. Awesome!

"The downgrader was originally developed for the GTA exploit, quite a while ago (before any other 2.XX downgraders existed). Unfortunately, the GTA exploit lacked the proper PSP firmware access to support the downgrader, rendering the project a failure, at the time."
This is just another cool downgrader out there. Would you rather they didn't publicly release it at all? Your decision, but in my view, any and all advancements are awesome.
