rGameboot 0.6 BETA was recently released. Hand-coded by becus25, rGameboot is a homebrew OE plugin that allows for randomized gameboots. To use this homebrew, copy the
seplugins and
rg folders to the root of your memory stick. You may need a tool called Pmffix for this to work. I was unable to find Pmffix by itself, but you can download it here:

Where do you put the gameboots?
1 -> ms0:/psp/system/rg/gameboot.pmf
2 -> flash0:/vsh/resource/gameboot.pmf
3 -> flash1:/vsh/resource/gameboot.pmf
Remember to read the readme, and
ALWAYS BE VERY CAREFUL WHEN EDITING YOUR FLASH0!
