Notaz has just released his Sega Genesis and Sega/Mega CD emulator for the PSP! While it isn't perfect, it is still usable.

The emulator might require you to mess with some settings to enable some games to run well. The Genesis roms can be in typical Genesis rom file format ( ex: .bin). The Sega/Mega CD games may be in either .bin or .iso format. No other format will work.
Make sure you read the readme file. There is a lot of important information in there!
