DickyDick1969 has released the latest version of PiMPStreamer, a PC application which streams/scales/demuxes videos in realtime to the PSP. He has been releasing a ton of updates for PiMPStreamer, making it a truely streamlined homebrew application. The new features are listed below, keep up the good work! 
New features/fixes in version 0.26 include:
- Added priority switch.
- Some fix ups here and there.
- Added aspect ratio (don't know if it has good use, but for future "padding" and cropping).
- Mono audio stream working.
