Points: 9,999,500,270.81 Donate | | | In photoshop? That's odd, because it doesn't have the EXIF information in it that Photoshop puts into all of its JPGE images, regardless of whether you want it there or not...
Did you re-open this in Paint and re-save it, or something? Because if you didn't, there's no way this was done in Photoshop... |

The image was made by a user named Seabreeze, who turns out to be who I just mentioned.
