ZiNgA BuRgA has released a Windows tool that permits you to change lots of icons of your PSP.
Now, thanks to him, you can change XMB: menu, battery, etc...  
Note than you need to decrypt the RCO first, just use PSAR Dumper, It should work.
This has been tested on 3.03 OE and 3.10 OE and it SHOULD work in 2.71 SE or in any 3.0X OE.
In 3.10 OE customized topmenu_plugin.rco files won’t work, but the rest should work just fine.
NOTE THAT FLASHING CAN BRICK YOUR PSP! FLASH AT YOUR OWN RISK.
A little note, always backup the original RCO file, just in case something bad happens

EDIT: So now I learned how to make a local link for my file but I don't know how to make a normal image, not a attached one
EDIT2: Right, now everything is working fine. Link fixed (again) and the image is no longer an attached image.
